Capital projects

  • Belle Haven Community Campus. As the director of recreation and library services for the City of Menlo Park, I serve as client manager to design, develop, build and open the $60 million Belle Haven Community Campus project. The project includes a 37,000 square foot multi-service facility with a gymnasium, recreation center, aquatics center, branch library, youth center, senior center and event hall. Read more…
  • 21st Century Library and Heritage Plaza. As the director of library services for the City of Hayward, I served as client manager to design, develop, fund and build the $65 million 21st Century Library and Heritage Plaza project. The project included a 55,000 square foot public library facility and the complete restoration of Hayward’s historic central plaza. Read more…

Recreation and parks

  • Aquatics public-private partnership. As the director of recreation services for City of Menlo Park, I led a complex request for proposals and contract negotiations to secure an aquatics operator at two City-owned aquatics centers. The process culminated with the City Council authorizing a five-year public-private partnership to run both aquatics centers year-round, seven days per week. Read more…
  • Pickleball pilot program. As the director of recreation services for City of Menlo Park, I led the implementation of a pilot program to create pickleball courts on repurposed tennis courts, leading to the permanent designation of eight pickleball courts. The project included an innovative library program for residents to borrow pickleball equipment for checking out “America’s fastest-growing sport.” Read more…
  • Registration software implementation. As the director of recreation services for City of Menlo Park, I led the implementation of a new recreation management software platform to facilitate self-service and automation, improve the user experience, gain efficiencies, and leverage data to improve services to the community.   • Large-scale community events. As the director of recreation services for the City of Menlo Park, I directed the planning and execution of large-scale events including major community festivals, parades, exhibitions, and civic observances. The events were rebooted and revamped after extended pauses during the coronavirus pandemic. Read more…

Libraries and education

  • Library systems, facilities and technology. For the City of Hayward and again for the City of Menlo Park, I directed comprehensive library space needs studies with broad-based community input that ultimately led to the construction of major new library facilities under my leadership. I converted outdated manual library book sorting processes to automated materials handling systems with radio-frequency identification (RFID) inventory tracking and control. And, I led the reevaluation of the City of Menlo Park’s membership in a library consortium structured as a Joint Powers Agreement with a shared multi-agency library catalog, giving the city new leverage with the consortium about serious concerns with the consortium’s service quality and escalating membership fees.   • Homework tutoring centers. As supervising librarian and for the City of Hayward, I created high-quality, city-operated Homework Tutoring Centers in thirteen public school locations in partnership with a local school district. A few years later, under my oversight as Hayward’s library and community services director, the homework centers provided a key component for a $25 million Promise Neighborhood grant award from the U.S. Dept. of Education.   • Seed lending libraries. As the director of library and community services for the City of Hayward and again for the City of Menlo Park, I created successful Seed Lending Libraries with robust volunteer support to provide access to heritage seeds, gardening workshops, education, and resources to encourage residents to grow food and foster community resilience, self-reliance, and a culture of sharing.   • Books by mail. As the director of library and community services for the City of Menlo Park, I created a Books By Mail service to provide access to library materials to residents who are unable to come into the library and/or carry home checked-out items due to advanced age, long-term or permanent mobility impairment, or who are immunocompromised.   • Little Free Library Incentive Program. As the director of library services for the City of Menlo Park, I created an innovative program to encourage residents to install and maintain “little free libraries” in front of their homes. The program installed 40+ little libraries in every neighborhood across the city, improving children’s access to books. The little libraries later proved to be invaluable resources during the pandemic stay-at-home orders. Read more…

Social services

  • Housing affordability and homelessness. As the director of social services programs for the City of Hayward, I developed strategies and resources to address housing affordability and homelessness in Hayward and to align with regional efforts in Alameda County.
  • Community agency funding program. As the director of social services programs for the City of Hayward, I directed the city’s $1.8 million annual grant awards to community-based organizations, including community development block grant (CDBG), social services, and arts/music grants.

Public administration

  • Budget and finance. As director of library and community services for City of Menlo Park, I develop and manage a $14.3 million annual operating budget. In fiscal year 2022-23, I led successful efforts to secure $2,465,000 in grant awards to support library capital improvements, early childhood education, literacy programs and other initiatives, and secured $600,000 in private donations toward furnishings and equipment in a new multi-service community center.
  • Human resources. As director of library and community services for City of Menlo Park, I lead, direct, and develop 120+ professional and support staff. I led the successful reorganization and combination of Library and Recreation/Community Services departments into a single operating department, while achieving cost savings, new synergies, innovations, efficiencies, and enhanced customer service.
  • Public services and facilities. As director of library and community services for City of Menlo Park, I oversee nine public facilities including two public libraries, two preschool childcare centers, senior center, recreation center, aquatics center, gymnasium, and gymnastics center. I led multiple strategic and master plan processes, including a 4-year update to a citywide Parks and Recreation Facilities Master Plan and a comprehensive Library and Community Services department strategic plan, in coordination with advisory bodies, the City Manager’s Office, staff, and other community stakeholders
  • Strategic and master planning.
